    This is the second book edited by Serge Regourd and Fatiha Sahli to be published by the Revue franco-maghrébine de droit, the previous title dating back almost ten years and dealing with Les politiques de décentralisation : études comparées franco-marocaines. This new publication testifies both to the attractiveness of our natural journal-media for the dissemination of academic studies on Maghrebian law-and to the openness of its editorial board. The committee does not restrict itself to contributions from CERJEMAF researchers, but welcomes valuable work in its field of investigation. This collection of articles is timely, at a time when revolutionary new audiovisual and telecommunications techniques are emerging. The comparative perspective enriches this analysis by comparing, on the one hand, a developing country anxious to modernize its legislation and liberalize the means of communication available to its citizens, and, on the other, a member state of the European Union, committed to preserving its cultural specificities while complying with directives adopted at Community level.
